Orange County On Track has a long-standing commitment to evidence-based practice, including the use of
formative evaluation as a means of informing program decisions and improvement. On Track has an established relationship with EMT Associates, Inc., a Sacramento-based consulting firm with over 25 years of
experience conducting local, state, and national evaluations of youth-based programs.
To date, the firm has completed more than 100 evaluation studies ranging from limited-budget evaluations to the Center for Substance Abuse Prevention’s National Cross-Site Evaluation of High Risk Youth Programs, one of the largest national evaluations of youth services programs ever undertaken. This study earned EMT and CSAP the American Evaluation Association’s (AEA) Outstanding Study Award. EMT also manages the California Department of Alcohol and Drug Programs’ center for training and technical assistance in mentoring.

Orange County On Track uses this nationally recognized science-based evaluation firm to document its success
and results with the Kids On Track… Through Mentoring Program, as well as with all county and federal health programs that On Track implements in Orange County, California.

EMT’s evaluation of the On Track programs involves both process and outcome measurement to assess program effectiveness. Results are recorded, studied, considered and applied to all future program design.
